Work that requires design and approval
New construction and reconstruction under a building permit
Increase of allocated electrical capacity or a new connection

Process stages
Each stage ends with a specific document, not a status.
Collect baseline data
Public registry extract, existing technical conditions, architectural plans, building function and operating profile.
Preliminary load calculations
Electricity in kW, water in m³/day, heat in kW. These figures go into the utility applications.
Applications for technical conditions
Filed in parallel with electricity, water and gas companies so waiting periods do not stack up.
Architectural approval
The urban development service in Tbilisi or the relevant municipal service in the regions.
Fire section
Review of suppression, detection and smoke control together with the evacuation scenario.
Closing comments
We amend the documentation and resubmit. The log shows which comment was closed and when.
Installation and supervision
Hidden-works records, material certificates, change tracking for the as-builts.
Testing and handover
Balancing and test records, the final documentation set and acceptance by the commission.

Can allocated capacity be increased on an operating building?
Yes, by application to the utility. We recalculate the balance first — if the peak can be reduced, an increase is often unnecessary.
Is a design required for a layout change that moves wet zones?
Yes. Drainage falls and waterproofing change, and that is a liability question towards neighbours.
Who is responsible for fire certification?
The designer for the design solution, the installer for workmanship, the owner for operation. All three links are documented.
How long does permitting take?
It depends on the authority and completeness of the documentation.
Can construction start before technical conditions?
It happens, but it is risky: a capacity or demand limit can change the entire scheme.
Do you handle correspondence on our behalf?
Yes, under power of attorney. Decisions and signatures stay with the client.
What if an authority issues a comment?
We amend and resubmit at our cost when the comment concerns our scope.
Do you work outside Tbilisi?
Yes. In the regions the utility companies and municipal service change — we account for that in the programme.
